IRAQI Defence Minister, Saadun Al-Dulaimi will lead a delegation of up to five other ministers and 35 senior officials to participate in the inaugural Iraq Defence & Security Summit 2011 in Cyprus on December 7-8, it emerged yesterday.

The officials will also include the Chief of Staff, General Babakir Zebari and the heads of the navy and air force.

Accompanying the Minister will also be the Ministers of Interior, National Security, Communications, Science & Technology and Transport as well as their counterpart ministries from the Kurdistan Regional Government, reports from Iraq said. (more…)

IFC considers that the financial performance and bureaucracy behind impede development in Iraq 

Beirut , a senior official at the IFC, the investment arm of the World Bank, on Wednesday, the Foundation aims to pump about $ 800 million, mostly in the energy and banks in Iraq over the next three years, stressing that one of the biggest obstacles in the way of development in Iraq is bureaucracy and the poor performance of the financial sector.

The Vice-President of the Foundation Rashad Chaldean in a press statement, “It will be allocated among the 300 000 500 million from the Foundation’s capital projects for the collection of the gas being burned now in the oil fields,” adding that “what we aspire to over three years is to provide financing of about $ 800 million. ” (more…)

Troops Moving Out, Investment Moving InU.S. troops have begun the first wave of their final withdrawal from Iraq, and are on schedule for a complete pull-out by the end of the year.

It marks the end of a long military engagement in Iraq, at one time involving 176,000 military personnel in the country.

In the ongoing conflict between the Kurdistan Regional Government (KRG) and the federal government in Baghdad over the proposed new oil and gas law, both sides agreed to adopt the draft law that had been presented in February, reports AKnews, citing Ghadhban Fadel, head of the advisers committee in the federal government.

The announcement is a result of the ongoing negotiations between Baghdad and Erbil over three outstanding issues. On Tuesday, the delegation of Kurdish politicians, led by Kurdish Prime Minister Barham Ahmed Salih, and the representatives of the federal government agreed that joint committees are supposed to solve the disputes over the budget for the Peshmarga, the oil and gas law, and article 140 of the constitution. Baghdad, November 3 (Rn) – Iraqi Council of Representatives failed to hold an emergency session was scheduled on Thursday called for a block free of the Sadrist movement led by Shiite cleric Moqtada al-Sadr, for lack of quorum.

The Presidency of the Council of Representatives called for the convening of the special meeting today to discuss three main themes is that the federal budget, excluding the demands made by Sadr, the former government and the withdrawal of U.S. forces in addition to Turkish and Iranian shelling of border areas in the province of Kurdistan.

He said the head of the Liberal MP Bahaa al-Araji, a news conference in the House of Representatives: “We are sorry for the failure to meet the call made to the House of Representatives to attend the special meeting due to travel most of the members of the House of Representatives to perform Hajj, which led to lack of quorum.” (more…)
