Baghdad (news) .. President of the Council discussed the Supreme Islamic Iraqi al-Hakim with a representative of the Secretary General of the United Nations and the outgoing results of his visit to Kuwait and Qatar.

Ban announces intention to appoint German diplomat as his envoy for Iraq

5 August 2011 – Secretary-General Ban Ki-moon today announced his intention to appoint Martin Kobler of Germany as his Special Representative for Iraq and head of the United Nations Assistance Mission to the country (UNAMI).

Mr. Kobler will replace Ad Melkert of the Netherlands, who has served as the Secretary-General’s Special Representative for Iraq since July 2009.

Confirmed that UN Secretary-General Ban Ki-moon said the slow political progress in Iraq is causing daily problems of citizens.

Iraq can be proud of the progress made in recent years but it still faces considerable political, security and developmental challenges requiring the strong support of the international community, the United Nations envoy to the country said today.

Briefing the Security Council on the latest developments, Secretary-GeneralBan Ki-moon’s Special Representative, Ad Melkert, highlighted some of the gains made, including the holding of regular elections and a system of government that incorporates a power-sharing constitution, guaranteeing participation of women and minorities.

Expected Council Action

The mandate of the UN Assistance Mission for Iraq (UNAMI), expires on 31 July. The Council is also due to receive the Secretary-General’s regular report on UNAMI in July. The Council seems likely to extend the mission’s mandate. A briefing by Special Representative Ad Melkert is expected.

Key Recent Developments

Ambassador Gennady Tarasov, the high-level coordinator for Iraq/Kuwait missing persons and property, briefed the Council on 22 June. The members of the Council released a press statement the same day welcoming the commitment to full implementation of all Iraqi obligations to Kuwait. The statement also welcomed efforts undertaken in the framework of the technical subcommittee of the Tripartite Commission to develop a functional mechanism for exploratory missions to search for missing persons. (The Tripartite Commission was established under the auspices of the International Committee of the Red Cross in 1991 after the invasion of Kuwait to investigate missing persons. France, Saudi Arabia, the UK and the US participate in the commission along with Iraq and Kuwait. The technical subcommittee focuses on practical aspects of the search.)

The head of the House of Representatives Osama Nujaifi hope for successful bilateral negotiations between Iraq and Kuwait and to reach a final agreement will lead to a satisfactory settlement to both parties, stressing that the UN play an important role in stabilizing the situation in the country.

Said UN envoy in Iraq, Ad Melkert said the Iraqi government may soon recognize the limits of the State of Kuwait, ending two decades of international sanctions.

The U.N. envoy to Iraq urged the country’s leaders Friday to address the legitimate demands of protesters for jobs, services and accountability.  Ad Melkert warned that unless the government tackles these demands, Iraq’s political and democratic gains so far “may seem hollow to ordinary Iraqis.”

He told the U.N. Security Council that “this will be no easy task for the government of Iraq.”   Melkert said the unfolding events in the Middle East and persistent calls for change “are of major significance.”

Recent political and democratic gains in Iraq will seem hollow to the country’s people unless its leaders produce the benefits that they have promised, the top United Nations envoy to Iraq told the Security Council.

Secretary-General Ban Ki-moon has called on Iraqi leaders to complete the formation of their new Government as soon as possible so that it can press ahead with crucial tasks, including bolstering stability and addressing social and economic challenges.

In December 2010, Iraq’s leaders formed a “national partnership Government,” led by Prime Minister Nuri al-Maliki, ending the nine-month political stalemate that followed elections held in March.

Finance Minister, Rafi’ al-Essawi discussed on Wednesday, Mar 2, with the Special Representative of the SG for Iraq (SRSG), Ad Melkert, and Head of UN Humanitarian Committee, Kristine Miknab, the issue of Kirkuk and the budget of 2011.
