The return of the debate on Article 140 with the imminent reconciliation conference in Iraq

Kirkuk, February 22 (Rn) – returned the controversy between the components of the province of Kirkuk from the Kurds, Arabs and Turkmen on Article 140 of the disputed areas between the federal government in Baghdad and Erbil, near the regional with a conference of reconciliation among Iraqi political blocs.

And rejects the political council of the Arab in Kirkuk, the inclusion of Article 140 of the permanent constitution on the agenda of the Conference, the Kurds, while emphasizing the need to insert the file at the conference, which will include the political forces in Baghdad, while leaving the Turkmen political issue to agree.

Article 140 of the constitution to resolve the issue of the disputed areas between Baghdad and Erbil, which was to change the demographic by the former Iraqi regime, and be in three stages: normalization, and then conduct a census, followed by a referendum among the population on the fate of those areas.

The former Iraqi regime, which dropped in 2003 by the American-led international forces, demographic changes may be made in areas inhabited by national mix in favor of Arabs at the expense of the Kurds in the province of Kirkuk and parts of the provinces of Nineveh and Diyala, Salah al-Din.

The vice president of the provincial council Rebwar Talabani told the Kurdish news agency (Rn) that “Article 140 is not over and is not expired, says the brothers in the political council of the Arab in Kirkuk,” noting that “Iraqis are really concerned and not political forces.”

“If the Arab Council insists on the expiry will be Federal Court Faisal to decide whether Article 140 has expired or is still valid.”

He stressed that “the inclusion of Article 140 on the agenda of the National Conference theme is important and should be discussed and applied.”

And was scheduled to be completed by the implementation phases of the material in the end of 2007, but political and security problems experienced by Iraq in those years prevented that.

And stresses the Kurds and Turkmen parties on their side and some Arabs on the need to apply the constitutional article to resolve the dispute over the province but the Turkmen and Arab parties rejected the application and the other says that the article has expired with the end of the period specified for their implementation.

He was President of Iraq Jalal Talabani has recently called for a national conference aims to calm the atmosphere and resolve the political crisis in the country.

The Kurds and the paper to be presented in the upcoming national conference in which they demanded the need to apply the terms of an agreement that paved the Erbil to form a government headed by Nuri al-Maliki, which includes the application of the terms of the Constitution and invoked when disputes and Article 140 on her head.

He added that “the question now is this conflict remains forever or must be replaced, and certainly the right thing is to solve all problems, and ultimately we need to meetings or conferences for resolving our problems, including Article 140 and the need to be discussed at the national meeting is expected.”

And begin the first stages of the application of Article 140 to normalize the situation there to the pre-application policies, demographic change and then conduct a census in preparation for the final stage a referendum on the fate of those areas to determine the administrative subordination of the Kurdistan region or the federal government in Baghdad.
