AMMAN (Dow Jones)–Iraq has settled more than $21 billion in outstanding Saddam-era commercial claims against the Iraqi government and public sector, a senior central bank official said Wednesday.
Baghdad opened a commercial debt buyback program four years ago and said it would qualify claimants for a cash buyback of 10.5% of the outstanding amount for debts less than $35 million, Mudher Kasim, the senior advisor of the central bank of Iraq, told Dow Jones Newswires in a telephone interview from Baghdad. Kasim added that for debts of more than $35 million, the government has offered bonds carrying a 7.5% interest rate.

BankBaghdad, February 2 (Rn) – The adviser to the CBI on Wednesday that the government and private banks began using the electronic clearing system.

He said the appearance of Mohammed Saleh told the Kurdish news agency (Rn) that “the central bank began a practical way to activate the Automated Clearing System through activation of instruments, computing and operating according to the system magnetization and encryption between banks within the program of electronic links between banks participating in this system.”

2 March 2011 – The United Nations today stressed the right of all Iraqis to participate in building a democratic, stable and prosperous nation, while also emphasizing the importance of respecting the freedom of expression and assembly amid reports of violations committed during recent demonstrations.

“We are encouraged by the engagement by the Council of Representatives and by the Government to seek dialogue with civil society aimed at addressing the grievances expressed by the Iraqi people, as well as by the unanimous support given by all Iraqi parties to improving the access of all Iraqis to basic services,” said Ad Melkert, the Special Representative of the Secretary-General in Iraq.

Prime Minister Nuri al-Maliki, Wednesday, that everybody should respect the election and brought him, calling to address all of the responsibilities of national and Islamic, humanitarian and continue the process of building and construction, according to a statement issued by his office.

The statement quoted Maliki as saying at a meeting in Baghdad today, the heads of independent bodies, what is happening in Iraq is different from what is happening now in the world of variables, because what is required to change does not exist in our country, because the political process in Iraq came through elections, and here for everyone to respect elections and came out through the will of the people.

Called on the Iraqi government spokesman, on Wednesday, the political blocs to take some responsibility for the success of the current government, stressing that the government action has been taken and described as “important” to meet the demands of the demonstrators, while denied the existence of splits within the coalition because of the national demands of the demonstrators.

And Ali al-Dabbagh said in an interview for “Alsumaria News”, “all the political blocs in solidarity to bear the responsibility in the success of the government,” asserting that “the Iraqi government can not dispense with any political bloc participated in its formation.”

Postponement of the upcoming Arab summit in Baghdad May next

According to Arab diplomatic sources, Wednesday, that the Arab summit that was expected to be held end of March in Baghdad has been postponed until next May, while the sources pointed out that events in the Arab countries were behind the postponement of the summit.

The sources said “Alsumaria News” that “the Arab foreign ministers agreed at a meeting held today at the headquarters of the League of Arab States in Cairo on the postponement of the Arab summit to be hosted by Baghdad from March until the present and no later than mid-May next year.”

Baghdad, March 2 (Rn) – The deputy of the National Coalition to Iraqi Council of Representatives intends to pass legislation this month to grant the Prime Minister to sack ministers who fail to perform ministerial duties.

Said Salman al-Moussawi, told the Kurdish news agency (Rn) “Prime Minister Nuri al-Maliki agree with the political blocs to grant him broad powers to require dismissal of the ministers who fail in the performance of ministerial.”

Arabs postpone summit until May-Al Arabiya

(Reuters) – An Arab summit scheduled for March has been postponed until May, Al Arabiya television reported on Wednesday, quoting diplomats. Iraq is scheduled to host the annual Arab summit, which was held in Libya last year.

Baghdad, March 2 (AKnews) – A National Coalition (NC) deputy said on Wednesday that parliament is set to pass a law that grants the Prime Minister the right to dismiss any minister who fails to perform his/her duties.

Salman al-Moussawi told AKnews that the majority of parliamentary blocs have decided to approve the request of PM Nouri al-Maliki if it was regulated within a law.
