Washington (CNN) — The U.S. Senate is scheduled to vote on a last-minute compromise plan Tuesday to raise the nation’s debt ceiling while imposing sweeping new spending cuts and narrowly averting an unprecedented national default.

Senators are set to vote on the plan about noon. Although the bill requires a supermajority of 60 votes to clear the 100-member chamber, it is expected to be easily approved.

The measure was approved by the House of Representatives on Monday by a 269-161 vote, overcoming opposition from unhappy liberal Democrats and tea party Republicans.

The measure needs to be signed into law by President Barack Obama before the end of the day. If the current $14.3 trillion debt limit is not increased by that point, Americans could face rapidly rising interest rates, a falling dollar and shakier financial markets, among other problems.

Despite their problems in governing the country, Iraq’s politicians apparently possess one unique talent: X-ray vision. Oday Awwad, a member of parliament, invited fellow MPs to visit the border to validate his claim that Kuwait was stealing oil by drilling into Iraqi territory.

There will be nothing to see at the border, of course, other than a distant row of Kuwaiti oil wells. This is theatre to distract attention from the politicians’ failings, combined with similar rhetoric such as the accusation from another MP that Kuwait and Saudi Arabia were responsible for an epidemic of drug use in Iraq.

(Reuters) – Any agreement for U.S. troops to stay in Iraq beyond a year-end deadline for their withdrawal would require the Iraqi parliament to agree to grant American soldiers legal immunity, the top U.S. military officer said on Tuesday.

Immunity for American troops staying on in Iraq could complicate the already difficult wrangling for Iraq’s fragile, multi-sectarian government, whose leaders are under pressure to decide whether some U.S. soldiers should stay in the country.

Prime Minister Nuri al-Maliki says Iraq may need only trainers rather than U.S. troops, allowing him to bypass fractious negotiations with parliament. But U.S. officials say any training deal would likely involve American troops and require a lawmaker agreement on immunity.
